ASP.NET Questions

Hi,

We are using VS2008 with Mater page and AJAX in ASP.NET. We have 2 questions:

1.
When we redirect the aspx web page into another aspx web page, the IE will
refresh the whole page. Is there any other ways so that the IE will not
refresh the header, footer in Master page?

2.
We require users to login in using our website, but we want some pages (e.g.
About Us, Create Account) can be viewed without login. Is there any other
ways so that new users can view some aspx pages without redirecting them into
login page?
